Top coats are paints which are applied over the primed surfaces to provide the final finish, color, and aesthetics. Putty and primers are used to improve the performance and aesthetics of the top coat and are always applied underneath the top coat.
A good practice is to sandwich the putty layer between two primer layers. Putty is a kind of paste prepared for applying on to primed walls to fill in any minor dents or to level the surface.
First, a primer layer is applied directly onto the new concrete to improve the adhesion. Then a putty layer is applied. On top of the putty layer, a primer layer is applied. This primer layer takes away the unevenness caused by putty and the final paint comes out perfect.
